Scratch and Sniff is a cops and robbers story with a difference. Scratch and Sniff are a collie and a dachshund belonging to W.P.C Rosy Penrose. She is a little bit ditsy and is always given the rotten jobs to do by Sergeant Snide. When there's been a big robbery at Doogood's department store, Rosy is left behind to count traffic cones.
