A preliminary step for building a general theoretical framework for analyzing industrial policies, it achieves this goal by analyzing industrial policies in terms of economic theory, discussing the various frameworks suitable for evaluating these industrial policies in an objective manner, and by determining which policy measures are appropriate if an industrial policy is to be implemented.
