Recounts the challenges, successes and lessons learned in the Residential Communities Initiative (RCI) program, the Army's pioneering effort to partner with industry to improve quality of life for soldiers and their families. The RCI program has provided over 27,000 new homes and nearly 23,000 renovated homes across 44 U.S. Army installations, and will eventually replace approximately 98 percent of the on-post family housing in the United States.
