It then examines the spread of nuclear weapons technology since 1970 and at the factors that will determine proliferation in the years ahead. It analyzes the roles of the main players, the effectiveness of the NPT regime in preventing proliferation, promoting nuclear energy and furthering disarmament, focussing on what must be done to strengthen the regime and ensure the success of the crucial 1995 conference that will decide the future of the NPT.
