Country Assistance Reviews (CARs) are evaluations that take the country as the unit of account and concentrate on the relevance, efficacy, and efficiency of the Bank's overall program of assistance, as well as its sustainability and its impact on institutional development. This CAR examines World Bank assistance to the Philippines since 1986, a turning point in the economic and social policy landscape of that country. The CAR is selective as to time span, instruments, sectors, and issues covered. The focus is on issues that remain relevant today for government and Bank decisionmakers.
