This is an examination of the Med Plan, a largely successful and acclaimed international effort to co-ordinate the marine pollution control practices of the Mediterranean countries through regional treaties, research and monitoring, integrated policies and administrative and budgetary support. The study concludes that the Plan proves that international co-operation and convergent state policies are possible and that the Plan may signal the emergence of an entirely new, international political order for the environment.
