This report addresses the full agenda of the new bipartisan Joint Committee in the Organization of Congress. The topics include internal problems in both the House and Senate (eg, the committee system, floor procedures and staff), as well as relations between Congress and the executive branch, the courts and the public. The report offers many specific recommendations for strengthening Congress and improving its deliberative capacity. This book is the second in a series by the Renewing Congress Project, a joint effort of the American Enterprise Institute and the Brookings Institution.
