This paper maps out patterns of conflict and convergence that indicate the constraints and opportunities facing the Commonwealth. It reflects on the views voiced by parliamentarians, academics, NGO representatives, diplomats, policy advisers and journalists from a wide range of Commonwealth countries, who attended the conference held at the Institute of Commonwealth Studies in London in June 1996 to discuss the House of Commons Foreign Affairs Committee's Report "The Future Role of the Commonwealth". A summary of the proceedings of the conference is also included.
