The South Wales Police said (in writing) in September 1987 that they had forged documents. The documents were made and used by staff in a british university in the course of their employment.

The police knew who used the forged documents (two people) and they almost certainly knew who made them. A prosecution should of course be started. But a prosecution was not started and the situation was blacked out, censored, by the government. The author wrote his first book on the affair in 1998, it was censored.

The forgery was arranged by a high level government official. Over the years he had arranged many more corrupt and criminal activities. The author produced more books/editions that give the details. They were censored.

This book, and "The Cathays Files 25", summarise the authors earlier books. We believe that the end of the censorship is imminent.
