THIS book has been out of print for some years, and the suggestion was made to me that I should have it republished. The demand for it, I am aware, is chiefly due to its containing, mainly in Part II, a mass of facts with regard to international government, not elsewhere obtainable. I should have liked to rewrite the whole book, bringing it up to date by a consideration of the post-war history of international government, particularly as illustrated in the League of Nations. Several reasons have made it impossible to do this, and the only alternative was to bring out a second edition of the book in its original form. The cost of printing and binding has made it necessary to use a process of reproduction which ensures that the book is an exact reprint of the first edition. The fact is to be regretted, because there are certain portions of Part I,
