Improving the Business Environment in Latvia: The Impact of FIAS Assistance tracks the process through which the Foreign Investment Advisory Service (FIAS) of the World Bank Group advised the government of Latvia from 1998 to 2004 on ways to improve the business environment, achieve higher rates of economic growth, and thereby alleviate poverty. FIAS, the multi-donor investment climate advisory service of the International Finance Corporation (IFC), Multilateral Investment Guarantee Agency (MIGA), and the World Bank, advises developing country governments on how to improve their investment climate for both foreign and domestic investors and maximize the impact of investment on poverty reduction. FIAS Occasional Papers report the results of research on practical issues identified by the staff of FIAS in the course of their work. The research has either been carried out or sponsored by FIAS.
