What are the security requirements of the new Europe? The enormous changes that have come about in the past few years in East-West relations, together with US demands for greater burden-sharing, pressure on defence budgets and the desire to involve France more closely in the defence of Western Europe, have brought about the need for a total re-examination of West European defence cooperation. This study looks at the range of institutions involved, with particular emphasis on the future role of the Western European Union, and discusses the problems and dilemmas involved in building up the European pillar of NATO in response to American demands.
