D.S. Dan Cooper is a country copper used to dealing with rural crime; however he becomes involved in a series of murders by a psychopathic ex Special Forces escapee! These killings take place in the Norfolk Broads at the height of the boating season and the targets are young women. Aided by Foley, his young assistant he painstakingly sets about trying to uncover the motive behind this series of events and who is ultimately responsible. Gradually it becomes clear that an executive of an oil company is ruthlessly trying to shut down the investigation and will stop at nothing to achieve his ends!
