Focussing on the restructuring of the state sector in the UK, this book investigates the implications for labour relations between the state as employer and the civil service unions, arguing that in the past decade the civil service has been politicised as never before. The argument is illustrated by two case studies (on Inland Revenue and on Social Security) which illustrate and contrast the processes at work in the major revenue collection department and the principal expenditure department of the state. The final chapters assess the implications of the decisive transformations that have taken place for the way in which the state is organized and operates.
