The effective regulation of any international system requires a mix of crisis prevention arrangements and crisis management mechanisms. This book examines the Cold War and post-Cold War systems in Europe in terms of crisis prevention and crisis management. It contends that, during the Cold War, Europe was dominated by a crisis prevention system; that not only was the capability for crisis management rather limited, but in the event of crises some of the strategies designed for prevention would have made management more difficult. In the light of the breakdown of the Cold War system, the author offers a critical analysis of the consultative communication of peace-keeping options available.
