After six years of uninterrupted growth, the GDP of Latin America and the Caribbean is expected to fall by 1.8% and per capita GDP by close to 2.9% in 2009. The international crisis hit the region hard at the end of 2008 and in early 2009, taking a toll on all of its countries. However, a recovery began to take shape in the second quarter and became more widespread in the second half of the year. But the objective of regaining sustained growth poses fresh and complex challenges. The countries of the region now face the fundamental task of generating and expanding policy space. To do this, they must increase resources, create instruments and strengthen institutions, particularly those involved in coordination.
