Of the 14 republics that make up the "Near Abroad", only three - Kazakhstan, Turkmenistan and Azerbaijan - are rich in oil and natural gas. The others have been almost completely dependent on Russia for their fuel, and Russia, with its own energy problems has been cutting back deliveries. Other suppliers may have to be secured, but at what price? At the same time, the republics with oil and gas resources are challenged to develop them in a timely and responsible fashion.
