After the Cold War there was a massive outpouring of surplus weapons from militaries that had seen their budgets slashed and their enemies disappeared. Some of these arrived in the Pacific region, creating problems, including coups in Fiji; armed conflicts in Bougainville, New Caledonia and the Soloman Islands; and a coup in Vanuatu.
