At the time there was no Ambassador and Satow was the chief British representative in Japan, overseeing the Tokyo legation with consulates at Yokohama, Nagasaki, Kobe and Hakodate. His work in easing the ending of extraterritoriality and facilitating the transfer of jurisdiction in the foreign settlements (treaty ports) to Japan in July 1899 was an essential precondition for the Anglo-Japanese Alliance of 1902.
