This is the second edition of Mulgan's textbook for students of New Zealand politics, and it has been extensively revised and updated. In recognition of the growing awareness of the importance of biculturalism, a new section on democracy and Maori values has been added, and the material on Maori seats in Parliament has been expanded into a separate section. There is also a new section on interest groups and deregulation, which takes account of the dramatic changes in government since 1984 brought about by the Fourth Labour Government.
