This volume presents the results of the seminar "Policy and Project Evaluation: Context, Theory and Methods", organized by the Interdisciplinary Centre for Comparative Research (ICCR), in Brussels, May 2000. Transport is often seen as a derived demand, a service not required in itself, but simply to facilitate other human needs. Hence, in the field of transport planning, the objectives usually relate to economic efficiency. However, the process of European integration has changed the evaluation landscape in transport, raising three key questions, the implications of which are discussed in this book: what is the European context of evaluation?; how relevant is evaluation theory for addressing contemporary transport policy challenges?; and how useful are conventional assessment methods?
