Civil wars have continued, despite the end of the Cold War and the disappearance of the ideological conflict that fuelled the majority of civil conflicts since the end of World War II. This paper suggests that the endurance of civil war cannot be understood without acknowledging that internal conflict can be profitable, both for elites, and for ordinary people. Winning may not therefore be the overriding aim.
