A new dialogue is required. The conception of the state must return to the idea that states exist to promote the interests of their citizens. In all democratic states of this kind, there are two kinds of demand that have to be accommodated: social and economic. Social demand is not much discussed in neoliberal societies - but it could be discussed in societies that are in many ways very like the one in which we live today. Of course, it is incompatible with the corporate model of society - but it is not incompatible with the capitalist developmental model. It cannot be laissez faire growth, but it can be democratically targeted growth.
