William P. Butler has been involved in public policy activities at the Federal level all of his adult career. He directed the development and recognition of national programs to commemorate the 200th anniversary of the Declaration of Independence in 1976. Before and after his Bicentennial activities, Butler served in various administrative and management positions in the Department of Defense, the U.S. Information Agency, the U.S. Secret Service, and the Department of Commerce. As Vice President for the Washington, D.C. office of Harris/Ragan Management Group, he was engaged by a major national labor union to develop a commemorative program for its 100th anniversary in 1988.
