Vicki Phelps, Ed.D., is an assistant professor of education at Milligan University. With more than 20 years experience in gifted education, she enjoys providing professional learning to school districts, presenting at gifted conferences, and writing gifted curricula and research-based publications focused on meeting the needs of gifted learners.
