Celedonio M. Javier was born in Magsalise, a small barrio in Jaen, Nueva Ecija, Philippines. At eight years old, his family relocated to Tabuating, San Leonardo, Nueva Ecija, where he acquired his Elementary education. He worked while attending High School and College. He strived to learn to play a musical instrument at the age of 10 with the intention of securing a scholarship in music. He joined the school band while in High School and College so he could enjoy free tuition, knowing that this could be his vehicle to acquiring higher education. Perseverance made him an Honor student in High School leading to an academic scholarship from the University. He married Rizalina (Lina) Juan of Manila on June 29, 1963, and started his own business from then on. In 1987, C. M. Javier left the Philippines when President Ferdinand E. Marcos stepped down from Presidency. He finished College in 1962 with a Degree in Bachelor of Science in Mechanical Engineering. In the same year, he took the board exam for Mechanical Plant Engineer, given by the Board of Mechanical Engineering Examiners. He received his license to practice in February 1963.
