"Born Phillip Eugene Miller on 20 May 1948, Phil would grow up in a large family and leave home at an early age. In his senior year of high school, Phil enlisted in the United States Army as an infantry private. He applied for and was selected to attend Infantry Officer Candidate School and be commissioned as a Second Lieutenant of Infantry. In his quarter century of active duty, he completed his associate, bachelor, master, and doctoral degrees. In addition to his master thesis and doctoral dissertation, Phil has written extensively on military acquisition policy and the principles of evolutionary development. Phil was the Director of the Technical Management Department at the Defense Systems Management College and in his final assignment prior to his retirement from military service he was the Deputy Program Manager, Bradley Fighting Vehicles. In his memoir A Call for Fire he collects the memories of a life well lived.
