John C. Kim was the program officer for the Navigation and Timekeeping Program in the Office of Naval Research. Born in Tokyo, he studied at Seoul National University and received his Ph.D. in Electrical Engineering from Michigan State University, spent thirty-two years in TRW (now Northrop-Grumman), and appointed as the Technical Fellow. Kim authored Naval Shipboard Communications Systems, published by Pearson Publication Company in 1995, and received a Navy Meritorious Civilian Service Medal. He is an Amateur Radio Operator (KM4HAQ). He and his wife, Rahn, live in McLean, Virginia.
