Sir Bill Taylor is a public service polymath. In a prominent leadership role, he chaired his Community Safety Partnership, Local Strategic Partnership and Education Action Zone Executive, East Lancashire’s Economic Development arm, Lancashire’s third sector organisation, Blackburn College Board, Blackburn NHS Care Trust+ and HealthWatch. Many things he introduced in communities, education, schools, colleges, finance and social mobility were widely replicated nationally as good practice.
