This book explains the timing and shape of these efforts and explores the possiblity of changes. Chapters of the book discuss the costs and benefits of air pollution control in the United States, develop a conceptual framework to understand legislative production, present aggregate data on congressional activity and detail the development of five distinct policy phases.
