Social Security reform is high on the agenda of the Bush administration's second term and partial privatization of the program is now a serious possibility. Critics charge that this reform proposal is not fair because it would leave low-income workers with less retirement income. Yet the measurement of income redistribution from partial privatization depends on the amount of redistribution in the current system.
